Senior Planning Engineer, SNC-LAVALIN INC., EPC for KSA District Cooling Plant Projects

Primary role is to oversee and execute all planning and scheduling aspects of District Cooling Scheme projects in Saudi Arabia with contract values ranging from SR300M to SR500M. In accordance with the Project Procedures and as approved by the Project Controls Manager, my responsibilities and commensurate authority to accomplish the following duties are as follows:

• Initiation Phase: Review contracts of assigned projects and defining the project scope in Package Dictionary. Create Level-1 schedule for presentation to client with back-up of time calculation. Authority is to act and submit for approval of Project Controls Manager.
• Planning Phase: Develop a detailed schedule in Primavera (Level-3) in order to have the same as baseline for the project. Authority is to act and submit for approval of Project Controls Manager.
• Execution Phase: Implementation of Project Schedule is verified and any variance to the same is immediately notified to the Project Manager for corresponding action. Authority is to act accordingly.
• Monitoring & Control Phase: Monitoring the progress to be in line with Project Schedule and adjusting the sequencing for changes if any. Authority is to act accordingly.
• Close-Out Phase: Prepare Project close-out report from the planning point of view, by giving a comparative report with Plan versus Actual for Time Management & Resource usage. Authority is to act accordingly.
• Ensure proper installation of all schedule-related PM+ modules in conjunction with Systems Coordinator. Authority is to act and report status to Project Controls Manager.
• Undertake complete responsibilities of the projects handled with respect to time frame.
• Advise Project Mangers for possible slippage in schedule and suggest realistic alternatives for recovery and/or time claims.

Scope of Work:

• Preparation of Level-1 Schedule for Initiation Phase.
• Prepare Package List and Dictionary as per Package Numbering System.
• Develop all schedule-related coding structures including activities, resources, and sort fields; develop all project reporting formats.
• Detailed schedule preparation in Primavera (up to Level-4).
• Maintain work package Scope Dictionary for each contract package including description of work, key milestones, interfaces and Company supplied equipment and material; update Dictionary monthly.
• Prepare and regularly update Project Master Schedule in collaboration with Construction Manager.
• Supervise preparation and regular updating of detailed precedence coordination schedules by package and facility relating to engineering, procurement, and construction activities; supervise verification of schedule update data.
• Provide all required schedule information (milestones, interfaces, and durations) for all contract packages to ensure proper evaluation of quotations, comparison to target schedule and progress reporting.
• Prepare all man-hour (engineering, direct (manual) and indirect construction) and major quantity and loading distribution analyses in collaboration with Area and Functional Managers.
• Functionally direct Field Office Planning including construction progress measurement and review Contractor schedule and interfaces planning.
• Assigning Baseline of project schedule.
• Preparation of CPN report and Conduct CPN meetings (bi-weekly, if required).
• Preparation of Contractual Key dates for Contracts and Purchase Orders.
• Attend Kick-Off Meeting for Contracts and present planning and reporting requirements.
• Review and comment on contractor’s and supplier’s periodic reports.
• Monitor submittals, material and equipment deliveries by contractors and suppliers.
• Verify the reported progress against the progress claimed by contractors.
• Monitor work progress and advise respective Department for concerns (if any).
• Conduct Planning Review meetings and maintain minutes of meeting.
• Advise Project Managers of potential delays and provide impact schedules for time extension claims.
• Ensure proper co-ordination with Field in definition of contract progress.
• Prepare all planning and scheduling input to Monthly Progress Report.
• Update Progress Calculation Sheets (weekly or as required).
• Prepare weekly report for submittal to the Client.
• Update weekly site status report and submit the same to Project Controls Manager.
• Ensure P&S is prepared to accurately report schedule progress at weekly schedule status reviews and to raise all areas of concern in timely and well- documented manner, prepare schedule trends and formulate workaround and corrective action plans where required.
• Attend site meetings.
• Supervise and mentor subordinate planning engineers.
