I'm not on Project Online, but based on MSP desktop I would be skeptical of the stability of WBS. You can force it to be unique and non-blank, but it's hard to inhibit the user from completely re-organizing and re-numbering (in MSP). I've also been frustrated using activity UID as a comparison key in the past - contractor would routinely delete and replace hundreds of records tasks at a time just as part of routine progress updates. Still, on the desktop version I think that's what we are stuck with. Microsoft's own Compare Projects tool, which is pretty slick, relies on it.
