Yes, Engineer can increase or decrease the amount of lump sum item through variation clause 51 of FIDIC 4th ED(1992).
The Clause 51 does not give any restriction to whether variation should be priced as LS, UP, Daywork, Cost plus, etc.
I suggest you check other part of your contract, such as special conditions or commercial clarification or price schedule (if any and as long as applicable), for clearer understanding of contracts rule of pricing a variation.
