In order for activity duration be justified/validated we need both, volume of work and resource production rates. True duration type activities whose duration is not dependent on the resources do happen, but are rare, an example of a duration activity is concrete curing.
To my understanding P6 does not relate in any way activity duration to volume of work and resource production rates, therefore it must be disclosed either in the narrative documents or as user defined fields that in no way will drive activity duration, scheduler should calculate it manually.

We plan to start working with approximately 5 men and steadly incource our manpower to as the work becomes availabe and paln to peak at 50 men for approximately 4 months then begin to slowly ramp back down to approimately 5 men to finish the project.
