In MSP, cost type resources do not perform work, so they are excluded from EV calculations (i.e. BCWS, BCWP, ACWP). To get them into EV calculations, you need to set them up and assign them as material resources (i.e. with units and rates).
Then of course don't forget to:
Set a Baseline;
Select that Baseline as the basis for EV Calculations (advanced options);
Enter progress (i.e. %complete or physical %complete, depending on selection in advanced options)
