We also use hammocks to summarize resource idle time using variable resource assignment. In this case resource hours are assigned to hammocks when they are not used on other project activities. But I don't know other tools except Spider Project that model variable resource assignments.

Hammock and summary activities are quite different in concept (although many software developers confuse them). The primary purpose of a true 'hammock' is to carry resources required for a period of time dictated by other activities in the schedule! when you say summary activity what exactly do you mena do you mean a WBS summary activity ?
a hammock activity grows and shrinks with the activities that it is summarizing.
a hammoack activity can summarize any type of acivities across multiple wbs's for excample lets say you wante dto summarize all of the concrete activities. The you would create a hammock activity that has a predecessr with a start to start relationship to the 1st concrete activity and would have a successor with a finish to finish realtionship to the last concrete activity. The hammock activity would span this time frame.
You can not do this with a wbs summary or with a summary type bar so the answer is yes they are different.

In Asta Powerproject you cannot assign anything to a hammock or link to it but you can put a summary bar over it and use that.
But links to and from a summary bar over a hammock behave in the opposite to ASAP and ALAP.

I expect that it depends on the software that is used.
In Spider Project resources can be assigned to hammock activities and hammocks participate in resource leveling.
I am not sure that the same is applicable to other tools.
