Not everything in your requirements is clear. In particular I don't understand your concepts of organised workflow and task management, database search may be done using any symbols, why hashtags?
But it is obvious that you are looking for the software that is not the traditional project management tool that does project scheduling, budgeting, risk simulation, project tracking and performance analysis, etc.

Because hash tag is uniquely recognized link. For example I create hastag #REPOOTCDealsMarginCall
if i try search by this words i receive all pages with this words, including the messages and so on.
if i try search by hashTag i receive only specific tasks. I can use hash tag in third part system mails to collect content for specific task.
In my Outlook - i use hash tags, which can help find different mail with different headers for one task
