I finally found the answer to my own problem and I'll answer it in case anyone else runs into this issue.
The problem has to do with the Financial Periods that have been created. In my case, I inherited this Primavera project when I started a new job and my predecessor had only built out the financial periods through 2019. To create more financial periods I needed to go into the Web application. Once in the Web application, go to Administer menu > Enterprise Data > Global > Financial Periods. here you can add more financial periods.
