1) What are basic principles and logic behind to prepare Target Program when the Contract Program is already in place?

To me you have these two terms backwards. The Target Program (as also defined in Primavera P3) is you original Contractual baseline schedule which progress will be measured against.

And your Contract Program is your current working schedule.

2) Why your Target program looks entirely different from Contract Program in respect of arrangements of activities?

The target schedule is static and does not change this is your measuring stick. The current working schedule is a dynamic ever changing schedule that reflected revised sequences, added work activities, and actual dates when activities were actually started and or finished and actual field conditions to reflect how things are ACTUALLY happening as opposed to how they were PLANNED to happen.. These will NEVER look the same it is impossible. Once you change one thing on the current schedule by progressing it then it is different.

Even if you flip these two terms the theory behind them remain the same you can call one peanutbutter and the other jelly but the concept behind whatever you label them does not change.

Hi William,

We create Target Programme inorder to monitor  the logic and the contractual keymilestones of the project, also how it impacts on the project finish.

It should substantially comply with all contractual terms and conditions of the project. Link all key milestones with the activities and the logic should be followed, also resource allocations and gang movements can be reflect on the Target programme. All handover dates and Issue of IFC drawings and procurement key milestones should be linked to activities.
