LoEs duration depends on other activities based on Start-Start and Finish-Finish relations independent from other structures, WBS summary is related to a WBS and has no relationships.

thanks for your helps...i didnt know what the level of activity is...but now i think i understood...but can i ask you what is the difference between level of effort and wbs summary?

In addition to what Alex wrote. P6 is a project management software, i.e. supports the pm to manage, to control his/her project. Which action to be taken, if water consumption exceeded the budget by 20 Cent? None!
Plan and collect those costs in detail which influence projects success. All others - drinking water, ... - I would plan as a lump sum - "expense" - and attach it to a level-of-effort activity. If you can connect a certain trip with an activity - e.g. approval and the required travel of an approval engineer or the kick-off meeting and other project related meetings you can assign expenses.

Hi.
I think you can use Expense for indirectly cost like plane tickets...
If you wanna assign resource to WBS, create a WBS-summary activity and assign resource to it.
