If you want to show your graph bty % there is no need to change your buget! just simply on your "activity usage profile" window right click on your curves then from the menu select "Activity Usage profile Options..." on the Graph Tab at the bottom you will see an option to check "Calculate average".
Check that, then put a devisable number based on your total budget there so after calculation from your Total you see the Total 100% in your Curve.

That wont be possible either cause the big boss is in Hong Kong. I havent even seen him personally. Our project manager here at site an expat himself have clear instruction to generate the report as requested which is a very rare case in our companys organization that the guy did asked such report.
But thats a good suggestion, engineering communication...I do admit struggling specifically breaking that communication barrier as English is not really our language.
so this is where your communications skills will come in, i.e. convincing power, you can explain to your boss that you are applying some kind of flexibility...

Thanks a lot for your comments guys, I apologize that I forgot to say in the first time that I did tried in excel but it was rejected because the big boss wants it exactly the same format. In other words, it cant be excel but Primavera only...

Run CSV to excel and manipulate there.
Everyone in your company will have excel.
