If Im understanding you, What you have are some activities which do not have any of the particular code elements assigned to them and they are grouped at the bottom of you layout with the heading (Grouping Band) of "No ’activity code name’".
If this is the case you will need to simply filter these out by writing a filter that could say [Where - Activity Code X - Does Not Equal - "null"], you could then save the layout with this filter applied and it should remain in place the next time you open that layout.
