From what I read there is nothing earth shattering in the document other than what should be done as ageneral process at the start up stage of a project and revisited at least at the end of each stage.
It is always important to ask your stakeholders if they have input, and as a personal method when one of themtells me something or requests somthing I do the old 5 Whys. in other words ask them why they want it to be that way, and ask them 5 times and by the time you get your 5th answer you have the real reason.
