Currently I am working for a Company that is managing its Client’s projects. The client only gave us the information of what projects are to be done for the next 1 year but all the information they gave is the names of the projects and their values.
For some projects there are SOW provided by the client, but for most of the projects there are no SOW

First you need to read the contract and check all necessary inputs that may help you to identify the project objectives and total scopes of works such as scope statement, scope definition, key project deliverables, BOQ and identify all the constrains.
Define, verified and identify what works are included and not included. Create a meaningful work breakdown structures that patterned to contractual requirements.
WBS should be organizes and define total scope of a project in terms of deliverables and to further decompose that these deliverables into components. It needs to be subdivided the project work into smaller, more manageable pieces of work, with each descending level representing an increasingly detailed definition of the project work.
WBS must provide the project management team with a framework on which to base project status and progress report and facilitate the communication between the project manager and client throughout the life of the project.
Communicates to your construction manager regarding the sequence of work and possible construction methodology that he wants to implements during the construction and present your WBS if meeting the project requirement.
Ask the opinion of construction manager and other project management team on what level they possible contribute on the input and what output are required for reporting.
If you gather all of these, that should be a good start of your preliminary schedule.
