No, it will copy all activities. Just delete those you dont want. Or in your source project segregate the activities you want into a temp wbs, copy to your target and then move source activities back to the original wbs.

Incidentally, Ive just copied activities in the activity view from one project to another without any trouble.
You do have permissions for both projects, dont you ?

Open both Source and Target, select Project, Wbs and copy your source wbs to target.
