MS Project 2016 - Renumber wbs of selected task is greyed out in MS project

Hi All, 

 

I am using MS Project 2016 and want to renumber a selection of activities but the renumber wbs selected task in ms project 2016 is greyed out.  I have tried the task sheet view and removing the autofilter, nothing works

 

Please help.
