Mr. Mr. Fillmore provided project management, process development, and project controls services for Science Mission Operations and Planning for the Stratospheric Observatory For Infrared Astronomy (SOFIA), a highly modified Boeing 747 which carries a three meter infrared telescope. Services performed for the SOFIA project include the development and management of a cost and resource loaded schedule for a 5 year, $180M project. Mr. Fillmore also developed project management and project controls procedures and instructions and worked in conjunction with project technical staff to develop scope control documents, and to identify earned value management requirements in order to develop NASA-compliant EVM processes and reports.
