Effort driven vs resource driven

When I am comparing the two, can I say that effort driven means it is task dependent and resource driven is resource dependant.

For most constuction programme, which one is the more appropiate ?

I have some misunderstanding and doubts on these 2 terms. Can someone enlight me on this ?
