Primavera automaticaly inputting budegeted labour unit?

Hi all,
I have found a problem in my primavera program. I didnt assign any labour type resources to the activities of my program. But in Budget Labour units column, Primavera is showing some values?
Why it is coming like this?
How we can fix this problem?
Can any one help me.......
