The reason that no one has answered is due to the nature of your question: P3 does not have ‘global’ resources. P3 resources are defined within the schedule and do not affect other schedules. If you are using P3, you should not be having this problem.
Are you perhaps referring to P6? There you question would make more sense. If so, you might try asking your question in the P6 forum. Good luck!
