I would create a non-labor resource with a default unit/time = 0 hr (zero) Then I will assign this resource to activities, and enter "1" in the Budgeted Units field; if the Activity type (Activity Details, General) is set to Fixed Duration and Units / Time, nor the Duration and Units per time will change.
