IMO, The retained logic is designed as an option in Primavera to enable some schedular who are dealing only with resource logic, not with physical logic. As the software it self doesnt differentiate between the types of logic used, such as if you planned to start separate buildings successively, you will use some relations between them. However you can change this plan at site according to any reason, you will get a long project duration.
Please note that the logic adjustments is required for "retained logic" option in order to avoid unreasonably longer project durations. i placed it wrong in the 1st para.
To understand the difference one should know what an out of sequence progress is.Out of sequence progress happens when a series of activities are not performed as they were originally planned to be performed(say, activities starting before all their predecessors are finished, assuming that activities have Finish to start relation without lag/lead). if such a thing happens and we use progress override, software ignores all predecessor relationships to this activity. software treats these activities as if they do not have any predecessors.This method reflects actual work done more accurately (But caution : make sure that no contractual specification is preventing its usage).. Logic will need to be adjusted periodically to remove these out of sequence progress.
Retained Logic allows an activity to start early, but calculates its completion in accordance with network logic. The activity is prevented to complete by the software till all its predecessors are completed, and when the original duration is done.

retained logic can be used for vertical projects like building projects and Progress overide can be used for horizontal projects like roads and infrastructure projects
