There is no problem in P6 in having an activity "Finished" i.e. having a finish date, AND still having a remaining cost.
So I would use resources.
In addition, resources can be placed beyond the finish date of the activity, so it is possible to have, say, 10% of the resource cost happening 60 days after the end of the activity.

I did not check in P6 yet but Im sure you can do it if you have Primavera Contract Manager, an seperate module which can be linked to P6.
