This ones very easy.
Go to WBS Windows
Arrange your WBS nodes by using the Up,Down,Left,Right arrows.
Go back to Activities
Organize by WBS (indent, all levels)
Do not check the last box on the lower left of the Orgnize screen (which says something about alphabetically sorting your titles).
You will see the WBS properly arranged.

just use the sort function in the WBS view and move your WBS levels to were you want them using the indent buttons
