Nah thats Monopoly! Follow the usual planning steps, I presume this is a new prison. Look at the drawings, establish a logical sequence of construction. Evaluate the key quantities and assign outputs in order to calculate durations. If working within a prison site you will need to consider security constriants that will affect progress.
