I have a programme to get an impact of two events from an Employer (I am the contractor side). The history is
1- Just before three months of the contractual finish date the contractor receives a package of site instructions.
2- The contractor claimed an interim EOT-1 (because that was known that another package of SI is in the pipe line) which was approved by the Employer.
3- Prior to the approval of the EOT, upon asking and the instructions of the Employer the contractor revised the master plan say R-01 but did not submit officially as the revised master plan (clause 14 programme), because the other package have been issued to the contractor in the mean time.
4- The contractor accordingly claimed an interim EOT-2 (except one item of the current package because that was not clear enough to carry out the work and need more design information).
5- The contractor, at this stage made a programme (say R-02) of remaining works containing the remaining works of the original scope, remaining works of the first package and the scope of the second package.
6- Before the EOT-2 was approved, the contractor receives the third site instruction.
7- Now the contractor is willing to claim an EOT for the third site instructions and the remaining item of the first package. The current revised finish date is mid of 2016.
8- The Employer wanted to submit the updated file of the revised Master Plan (clause 14 programme) as the latest revision and the contractor submitted accordingly.
Now my problem is
1- The programme I have is a combination (copy paste) of the updated files of R-01 and R-02 and now called R-03 and submitted to the Engineer for his approval but until typing these lines the programme has not been approved / rejected.
2- In R-03, the remaining works of R-01 was deleted as that was already there in R-02 that means all the completed (work done) part of the original scope and the first package of SI.
3- In R-03 all the rules of planning, P6 and the specification of the Employer are ignored. E.g. excessive lags with SS relationship even up to 480 days, lags with FS relationship up to 340 days
4- The longest path (of the updated file) doesn’t start from project start but from the cutoff date i.e. the approval date of second interim EOT.
5- Total number activities are a bit less than 9000 and total critical activities are 77.
6- If the actuals are removed there is no critical path at all even a single activity is critical except that of the last activity and that is due the finish constraint.
7- Testing & commissioning is a high level activity and being driven by an activity that has 122 days of total float.
