Access control problem: Cant edit layout filters: P6 R8.3.2

Hi. I have regular access to my part of the EPS. I have one small problem, I can create layout filters ("Copy to layout" from the filters box), but i cant modify or delete them. 

 

I have talked to the administrator, and we have reviewed the settings, but we just cant figure out where to fix this.
