Default Units/Time for Resource not working

Hi guys,

 

So I have a new resource with Default Units/Time of 5h/d and Max Units/Time of 5h/d. This resource is assigned to an activity which is Resource Dependant. When I view the resource allocation spreadsheet is has phased remaining units as 3h/d?

The Resource calendar hours are less than the activity calendar so there is room there to do 5 h/d but for some reason it isnt? Any ideas?

Duration type for the activity is fixed units/time.
