In Outsourcing project, cost should implement in Resources or direct in cost table?

Hi All 

We have completely outsourcing project, i am scheduling total mining project, i need to know how to incorporate cost in my project? Should i define & assign cost in Resources or should i direct add cost in cost column. Which is easier to monitoring my project in feature? plz guide me, i will be grateful you all.
