Schedule% completion is decreasing when project progressing - Headache

Dear All,

I have noticed in a program , when assigned as Project Baseline ,  the schedule % completion instead of increasing each week goes by is decreasing ??? How to explain this situation , since planned % progress should increase , as each week goes by? Kindly clarify.
