Start Date Problem with Finish to Start Relationship

I have a predecessor activity 65% complete with a finish date of September 13, but the successor activity with a finish-to start relationship shows a start date of September 13 after I "schedule". Each has a "physical" percent complete type and there are no lags in the relationship. Never had this happen before so am looking for some insight.
