Has Oracle changed the license model for P6?

Hello PPs,
one customer of mine in France says he can no longer purchase P6 Web licenses separately from the full Client-Server license; that means one single Web license would cost a small 2500 euros!
Customer cannot say if this is the PAR policy or a general Oracle policy.
Any idea?
