Filtering with CW

I’m trying to do an activity count as far as Activity Status is concerned for activities within a specific time period.

I can get an accurate count for ’In Progress’ and ’Completed’, but when I filter out the Activities that occur within CW, the Not Started activities do not comply with the Filter. Any reason why they would not behave?
