revised baseline due to changes of volume work !

hi;

how important the changes of volume work must reach in order to revise the baseline, suppose we have a 10 million Manhour budget, at what level we need to revise, rising of 5 % of the total budget deserve a new revision !

only the volume of some deliverables had changed, but activities are the same.
