Does anyone know how to forecast the direct manpower at the very beginning of detail design?
Under following circumstance；
1. Basic Design completed.
2. Detail design not completed, we have no accurate MTOs.
3. Chemical plant
I just know there are about 300 pcs equipments, 14 areas or units, including 1 MCC room, 1 cooling tower, 1 production building with 9 floors and 50 meters high, 1 piperack about 200 meters long, others are tank farms(about 15 site prefabrication tanks) and accessory buildings .
Can any one give me some idears?
