Cannot get restraint to stay

I have an activity that is started, and by the OD and the RD, the task should have an early finish of about 15 March. The calculation keeps placing back to 25 Feb. No successors are starting or finishing prior to that date. The predecessor finished 4 Jan. Why will P3 not accept an early constraint for a finish for the 15 march?
