About Formatting Bars - P5

I fail to understand why "Timescale" & "Filters" are listed separately for each of different bars. (View > Bars)

Or perhaps I am missing something ? In my opinion, a Filter & Timescale would be same for all the activities in a layout.

Any Pointers ?
