Engineering and Procurement Progress

Assuming the project has three major phases:
1-Construction 2-Engineering 3-Procurement

the progress for construction is estimated by equivalent man hours "EMH"

how to estimate the progress for engineering and procuremnt phases and how to union a factor between the three phases to estimate the overall progress of the project?
