Can not start or setup P3

Dear All

I loaded the Pervasive ODBC driver on my computer.
After that i cant start P3 and have massage "A serial
number could not be locked "
I tried to uninstall P3 and reinstall but i had error
massage " P3 Setup
Error: (20) Record manager inactive"
