Employer or Engineer Breach after Failure to Certify?

Guys,

In FIDIC 1987 or any of the other revisions who is in breach if the Engineer fails to certify within the period?

I ask the question with particular regard to the fact that the contract is between the Employer and the Contractor.

My initial thought is that, since the Engineer is not party to the Contract, the Engineers failure to certify with in the stated period he causes the Employer to breach.

Any thoughts?
