Deliverable Activities

For Engineering acitivities we usually use the deliverables which have 4 progress milestone of each deliverable (Start, Issued for Comment, Issued for Approval and Approved for Construction). For each milestone have individual weight factor such as Start 15%, IFC 50%, IFA 25% and AFC 10%.
Usually I make the s-curve from Excel spreadsheet, is there possible to make the s-curve from P3 with the progress milestone for each deliverable ? Because I have tried and the s-curve was differ from the reality...
