Delay caused by a combination of two reasons

In a Delay Analysis case I am working on now the delay was due to a combination of Ground Conditions and Inclement Weather. Both reasons needed to matterialise to cause the Delay. Each one of these reasons is treated differently by the Contract in terms of entitlement for EOT’s, LD’s and Delay Costs.

The Contract does not cover such a situation.

I know this is a legal problem, but can anyone contribute some input on the planning / programming side?
