Import from WKS or DBF

I have problem in importing to P3 from WKS and DBF.
Total no of activities in P3= 12K. Exported 1000 activites to dbf and imported it after updating the progress. Around 10% of my actuals were missing. In the past weeks I didn’t have an problem. It just happened this week.Import function didn’t account those activities. Did any one come accross such import problem?. Any advise?.
