Inclement Weather EOT

Hope this case will attract the attention of everybody to share their won opinion.

Say...

The contract allows EOT due to inclement weather on condition that no prolongation cost will be paid. If an EOT is granted and within the said extension an inclement weather has occured, would the contractor be entitled to prolongation cost for the inclement weather delay within the EOT period. I would like to look at it as similar to incidental Sundays and holidays where prolongation cost is being paid.
