If you have an approved programme that shows XXX mandays of work in it, ie via the overall manpower histogramme which comes from the programme resources.
And subsequently your works are delayed due to being provided with late access to certain parts of the site.
The contractor later shows that your actual manpower expended on the project will be XXX+40% mandays (at completion) and this was due to the late access and is a result of his recovery measures.
If someone then argues that the histogram in the approved programme was on the "low side" and as such the XXX+40% is not neccessarily related to the recovery measures. How can you respond to that kind of an argument?
