Go to Tools > Options > Set Language. Choose your preferred language and click OK.
If you go to help, the statement in P3 is as per below:
1) The languages available under standard Windows 3.1 or Win95 are: Bahasa Malaysian, French, Polish, Czech, German, Portuguese(Brazilian), Danish, Hungarian, Spanish(Latin-American), Dutch, Italian, Spanish(Castellano), Finnish, Norwegian, Swedish.
2) To use the following languages, you must be running the corresponding version of Windows: Arabic, Hebrew, Russian, Chinese(simplified), Japanese, Thai, Chinese(traditional), Korean, Turkish, Greek, Romanian, Ukranian.
If you want to create the work programme in Tamil you need to install the font and do some modification in font setup.
Regards.

I think it depends very much on your operating system if can support this language. P3 help says you have to install proper font also on your system.
Generally, I have seen P3 has some problems with right to left languages especially with joined characters as words. I don’t know if Tamil language is like this.
