Generally, Philiipines construction contract follows FIDIC. This is more true in government contract although some government agencies created a "baby" from this FIDIC. Just the same if follows the FIDIC

When making review of baseline program, be sure to check the logic, minimize or eliminate the use of constraint, check for open ended activities (this cause too much float).

the contract payment is cost-plus.
thus, their program is cost-oriented rather than time-oriented.
i have some suggestions that you might do in order to fix up that schedule.
1- your contractor is playing it very safe in supplying you with a very slaggy schedule if the milestones and flags have 20 day float. ilestones in most cases should be dealt with as constraints.
2 - you can compare the variance betwen the late start of the base line to the late start of the actual and note the difference. the contracter must meet the planned schedule and anything beyond that must be deduced from his charge.
3 - tell your contractor to ACCELERATE THE CRITICAL PATH if your contractor is so good in slagy schedules then he must be also good in finding a very huge critical path in his primavera schedule that he should accelarate the work up on.
finally my advice to you, practice a new accounting procedure called lumb sum..... he will have to show you progress ... and only when he does that he gets paid . in addition he might be fined if late.
first of all, i think you need to study how P3 really works? you can simply see the comparison i.e. Current vs. Target Bar Charts, if you got negative float it simply means that you are late...

our contractor current updated program is showing like this:
1.In the current updated Programme reflects numerous Milestone/Flag Activities reflecting negative float of minus 10 days or more (<-10+) have been found. what is the implication to the schedules?
2.Some of the activities that were already out of schedule as per Baseline program, its Late Start dates have been moved from 90 to 120 days in the Current Updated Programme. what to do in this case?
3.Some of the activities not tied up to its Late Start dates, which are reflecting numerous Total Float of more than 400+ days to 600+ days. what to do on this.

i am very asstonihed by your experience in construction regulations, knowing that they are very abundant.
but who still uses the cost plus method to pay for the contractor? isnt it wiser to change the payment method into progress manhour system?
