You do not need to have an existing MSSQL or Oracle database to run P3e. You can install P3e (or P3e/c) as a stand-alone system. In this case, the software automatically installs a free Interbase database manager on your computer to handle this task. The installation of this is quick and does not require a trained Database Manager in order to install or run. Good luck!
Connecting to a database in P3e is similar to opening a project in MPS, SureTrak etc, except in P3e all the projects are saved in one database and each project is not opened one at a time.
So the answer to your question is no, it possible to run a stand alone version of P3e without connecting to a database.
