Do you mean a WBS or a delay impact programme?

At this stage you only need an outline programme at level 2 with broad bars.

Add the time required to deal with the gas main - I assume it is dead - and then a bit more for a complete survey of possible underground obstructions.

This will place the completion date beyond the target date - if it doesnt then for the purpose of this excercise make sure that it does.

Reduce the delay effect back to the target date by constructive acceleration by changing the work pattern from 8 hours a day to 9 hours.

Then add the christmas break in the calendar to generate another delay and report to your client that no further time reductions can be made so the target date will be at risk.
