At least you are all working on the same software - in some cases the main programme is on P6 and the subbies come in with MS project or even excell sheets.
One way is the export the sub-contract package in a sub programme and ask the sub contractor to approve / develope the sub net.
It can then be imported back into the main programme.
I sympathise with your use of P6 with its rigid appliance of the WBS which has no real relevance to planning but is used to collate cost data to the oracle accounting system.
If you are missing a milestone then put one in and adjust the WBS accordingly.
Actually,I have done the same way as you suggestion before i saw your replied.
But revise weighting according subcontractor's proposal repeating is not much wise and cost time.
Since we have internal discuss schedule for 2 or 3 months to construct the schedule before we receive subcontractor's proposal.And it makes me feel all the preparation work of construction progress measurement is in vain.
Maybe we should request subcontractor follow our WBS and then develop the detail schedule.
But not just issue the milestone date.

I also tried to do that way, but not all milestones can be matched,because of the different WBS.
Like HVAC work.
My part: we have separate within three different categories.
Subcontractor:Only in one category.
It is difficult to link the subcontractor activities within my three different categories.
But i think that is the best way right now to reduce the gap of progress difference.
(My manager accepted the outcome after i showed him)
What you propose is the best way(at least i thought) but it better base on the same WBS(or Category).

I have called the meeting and explained to the project team.All of them are understood why the gap of progress exist.
After i took some improvement which like Mike proposed, they are satisfied with the outcome.
Current schedule has updated according subcontractor working sequence and it is not far way from baseline schedule.
(In some aspect,our schedule is more detail than subcontractor proposed, it also increase difficulty to update.)
Your suggestion is also benefic to me.

If the project team doubts the gap in progress between your construction engineer's estimate and the subcontractor's programme, get them round a table to dicsuss & understand the variance. -Different people and organisations can have very different views as to how to weight activities in a programme, and applying a common standard of weighting may go a long way to closing the gap.
Regardless of wether this discussion does the close the gap or not, your current schedule should always reflect the most accurate information available, so you need to replace your sequence with the contractor programme. To not do this would leave you with activities and progress measures in your programme for which the subcontractor is responsible for delivering, but has never and will never commit to doing so.
If the difference between your baseline and current schedules is big enough to make comparison between the two meaningless, then rebaseline (with agreement from PM / client)
I think we should go farther, first you need to submit a Master Programme for the project and get it approved as your baseline, this is obviously based on your original sequence and methodolgy as in your case is based on the experience of your Construction Engineer. Ok that is fine, now here comes your sub-contractor with a different sequence and probably a different methodology as you know there is a number of ways in getting the job done and that is your sub-contractors call or prerogative, he has all the right to do the job the way he pleases for as long as he meets the milestone dates. Your company has probably bought your subcontractors proposal so there is nothing you can do about it.
So now your original sequence is screwed up, which is normal in our line of work anyway, I think the best practice is to consult your Engineer or PM and get is approval to re-sequence your current programme (not the baseline) and adopt it according to your sub-contractor's programme. Weightings should be the same (I will not change the weightings at all) once you change the sequence you can now submit it for approval (say revision 01 resequence of works), upon approval you can now rebaseline and comparison should be made against this new baseline programme.

Another way is to add you sub-contractors programme as a sub chart and link up the milestones to your baseline..
You can then progress both sets and see what the differences are - if any - as the work proceeds.
